of diverse projects and programs, we get many questions from
people interested in our work. These are some of the most frequently
asked questions.
What is a community development corporation?
The term CDC refers to a type of non-profit entity known as
a "community development corporation". Although there is no
established legal definition for CDCs, they are characterized
by their community based leadership and their work primarily
in housing production and/or job creation. This is what differentiates
them from other types of non-profit groups. Residents, small
business owners, congregations, and other local stakeholders
form CDCs to revitalize a low and/or moderate-income community.
CDCs typically produce affordable housing and create jobs for
community residents. Jobs are often created through small or
micro business lending or commercial development projects. Some
CDCs also provide a variety of social services to their target
area.
How does NEDCO select projects?
NEDCO selects projects based upon a variety of factors including
affordability projections, consumer and/or neighborhood support
for the project, project impact on the neighborhood, and the
organization's capacity to accomplish the project.
Is NEDCO a construction company?
No. NEDCO is a community development corporation and a 501(c)(3)
non-profit organization. NEDCO develops project ideas, secures
project funding sources, and oversees a variety of projects.
Architectural and construction services are contracted with
local companies.
How does NEDCO fund its projects?
NEDCO usually brings a combination of funding sources to any
project. Typically, financial support from area private foundations
is combined with public funding and conventional lending.
Who are NEDCO's funders?
NEDCO receives funding support from individuals, foundations, and
government agencies. Private local and national foundations,
financial institutions, and organizations with a community
reinvestment commitment are frequent investors in NEDCO projects.
Does NEDCO build or own residential rental property?
NEDCO owns a very limited inventory of residential rental property.
NEDCO directs its development resources toward residential projects
advancing home ownership for low-income households.
How can I purchase a NEDCO home?
The first step in purchasing a home through NEDCO is to make
contact with a Home Ownership Counselor.
How much must I earn to purchase a NEDCO home?
To qualify for a NEDCO home, the purchasing household must earn
less than 80% of the median family income for the Eugene/Springfield
area. (View Income Chart). A purchasing household
must still have sufficient income to successfully manage mortgage
payments.
Are NEDCO homes only for families with children?
No. NEDCO properties are available for purchase by anyone meeting
the income guidelines.
Can I get assistance with down payment or closing costs?
Several down payment and closing cost programs are available
to qualified households in Lane County, Marion County, Salem, and
other neighboring communities. You do not need to purchase a home
through NEDCO to take advantage of these programs. Please refer to

Who can use the Homeownership Center Services?
Anyone seeking information or assistance related to homeownership
should contact the Homeownership Center nearest to them. A NEDCO
staff member helps connect families with the best program for their
situation.
What is an IDA program?
IDA is the acronym for Individual Development Account. The IDA
program is available to help households save money for various
uses, including the purchase of a home, starting a business,
or for education. For each dollar an IDA depositor invests,
matching funds are also deposited. There are usually minimum
and maximum limits associated with Individual Development Accounts.
Where are the NEDCO offices or programs located?
NEDCO's service area includes all of Lane County and the Mid-Valley
(including Salem, Keizer, Woodburn, Marion County and other neighboring
communities). Through collaboration with other organizations we are
able to serve households in other areas of Oregon.
Does NEDCO use volunteers to accomplish its projects?
Yes. NEDCO does use some volunteer labor on specific projects.
Projects may vary from being field-based to office-based activities.
